Domain Networks Scam or Clever Marketing?

There are a few companies out there that attempt to make money getting less experienced domain holders to pay something that looks like a bill but is simply a solicitation. One such company is Domain Networks.

While it is clearly stated that this is not a bill, many people still wonder if they are required to pay it.
Is Domain Networks a scam? No, just a scummy spammer selling low value marketing on a crappy directory website... in my opinion.
